Identification Process

How are gifted and advanced learners identified?

City Schools adheres to the requirements stipulated by Maryland regulations (COMAR 13A.04.07) and uses multiple indicators in the identification of gifted and advanced learners. Specifically, City Schools uses nationally normed ability assessments—either the Naglieri Nonverbal Ability Test (NNAT2) or the Cognitive Ability Test (CogAT)—as an initial identifier and then uses data from nationally normed achievement assessments in mathematics and reading—typically PARCC, i-Ready, or the Measure of Academic Progress (MAP)—to formally identify students.

Gifted learners are those students whose ability and achievement scores fall in the 90th to 99th percentile range (level 5 on PARCC in both ELA and math), while Advanced learners are those students whose ability and achievement scores fall in the 80th to 89th percentile range (level 4 on PARCC in both ELA and math). City Schools also uses motivation scales (GES-3) and creativity assessments (Torrance) in limited cases when students pre-qualify in only one of the two categories of ability or achievement. Similar percentile range scores (90th-99th or 80th-89th) must be obtained to complete the formal identification process for those students. City Schools also identifies students for talent development when their ability scores exceed the national average but they do not yet have achievement scores, which might qualify them as advanced or gifted.

If you feel you or your child may be a gifted or advanced learner, please complete and submit the only referral form found by clicking the link above. The Gifted and Advanced Learning department in City Schools’ Academics Office will review and forward the form to your child’s school. You will be notified about the status of the submission at each stage of the process.

Programs/Opportunities Coming Up for our BLSYW Gal Students

Zoo Exhibition Program: BLSYW middle school science honors classes and GAL students are participating in a ZOO Exhibition Investigation Opportunity with the Maryland Zoo in Baltimore. Students are helping the Zoo to design an exhibit for a particular animal that they will research. Zoo educators are making visits to each 6th, 7th, and 8th grade honors classrooms the week of October 9th to provide students with their exhibit lab journals.

The following week, they will be taking a field trip to the Zoo to explore the animals they will be creating and designing an exhibit for. Students will be designing their final products on computers using state-of-the-art technology and programs. They will be following a plan, design, modify, and reflect process to extend their learning and experience.
